A social economic census was conducted in 2016 on village with population 253 household. Each household has members that varies from 2 to 9. The 2016 census obtained that the average income per household is almost 1 million rupiah per month (989,753.-) with standard deviation 1.35. Another social economic census will be conducted on 2021. Since the average income is below 1 million rupiah per household, the government then gave a stimulus program to increase the average income starting from 2017 for a year. A review on the program at 2018 showed that there is no significant increased in the average income. In 2019, a retired CEO decided to move to the village and built his retirement villa in the village. Although he is retired, he still earning income through stock exchange, and his monthly revenue is around 155 million rupiah. What will happen to the household average income during the 2021 social economic census? What will happen to the standard deviation? Do the village still need a stimulus program after 2021? Why?
