A state agency wanted to evaluate the effectiveness of driving instruction at two driving schools in a metropolitan area. They first randomly selected three tutors from each agency and identified twenty four students with similar backgrounds to participate in the experiment. The six selected tutors were randomly assigned to the students with each tutor receiving 4 students. After the driving lessons, the driving test scores of all the students were recorded
