A survey charge, additionally called a for each capita duty, or capitation charge, is an assessment that collects a limited sum for every person. It is an illustration of the idea of fixed charge. Perhaps the earliest duty referenced in the Bible of a half-shekel per annum from every grown-up Jew (Ex. 30:11
