Abstract
The problem: Concentrated high levels of crime and an inadequate police response
It is a well-known fact that Western Capes (one of the 9 provinces in South Africa) residents,
and some communities in particular, face extremely high levels of crime and violence.
According to the 2018/19 national crime statistics (South Africa), the Western Cape has the
second-highest level of murder in the country (murder being the best proxy indicator for
violence), with the murder rate at 60 per 100000 people, almost double the national average
of 36.4/100000. And yet, almost half of all murders are recorded in just ten police stations
in the province. This has been the pattern for the past few years, with the top 10 stations
having remained unchanged since the 2013/14 financial year.
However, it is also known that violent crime is usually concentrated in micro locations, such
as a specific block of streets, a park, a shopping mall, taxi ranks, shebeens etc. Different
crimes will concentrate in different locations. Therefore, in a setting like South Africa with
extremely high levels of violent crime and limited police resources, deploying visible policing
to an entire police precinct without clear focus, risks having limited impact in interrupting
violent criminal behaviour. What is required is targeted policing where and when crime
happens most, and problem solving with communities.

In the article, reference is made to the concentration of violent crimes at specific locations
(specific blocks of streets, a park, a shopping mall, taxi rank, shebeens etc.). Identify a crime
prevention operation to address violent crimes at a specific location in your policing precinct
and compile an Operational Plan to address the crime. The success of the identified Crime
Prevention operation depends on your ability as the Operational Commander to follow the
Project Life Cycle Phases. The Project Life Cycle Phases provide you with a chronological approach to the planning up to, and including the execution phase.
1.1 Identify a Crime Prevention Operation of your choice. (1)
1.2 Based on the Crime Prevention Operation, identified in par.1.1, provide a detailed
discussion on the Project Life Cycle (phases),(your discussion must include/focus on the
