Republic Act 11032 otherwise known as \"An Act Promoting Ease of Doing Business and Efcient Delivery of Government Services, Amending for the Purpose Republic Act No. 9485, Otherwise Known as the ANTI- RED TAPE ACT OF 2007, is founded on the policy of the State to promote integrity, accountability, proper management of public affairs and public property as well as to establish effective practices, aimed at efcient turnaround of the delivery of government services and the prevention of graft and corruption in government. Towards this end, the State shall maintain honesty and responsibility among its public officials and employees, and shall take appropriate measures to promote transparency in each agency with regard to the manner of transacting with the public, which shall encompass a program for the adoption of simplied requirements and procedures that will reduce red tape and expedite business and non-business related transactions in government." The Philippines is ranked 95 among 190 economies in the ease of doing business, according to the latest World Bank annual ratings. The rank of Philippines improved to 95 in 2019 from 124 in 2018 (World Bank, 2019). The Ease of doing business index ranks countries against each other based on how the regulatory environment is conducive to business operation stronger protections of property rights. Economies with a high rank (1 to 20) have simpler and more friendly regulations for businesses. According to the World Bank, it takes an average of 13 procedures to start a business, nine procedures to register property, and 22 procedures to build a physical establishment in the Philippines. Requirements: 1.
