This dissertation explores thequalitiesofeffectiveleadersin the Public ServiceofBritish Columbia as seen through the eyesofcurrent business and strategicleaders. Traditional and modern scholarly influences in the fieldofleadershipstudies were explored in depth, the core conceptual framework focusingonstrengths-basedleadershipand the potentialofpositive psychology to inspireleadersto enableathriving workplace where results are achieved. The methodological approach was secondary analysisofarchived data collected from 210 participants inaleadershipworkshop held across the ProvinceofBC. Results were validated inafocusgroup with 10 representativesofthe original respondent group. The research revealedthatin an environmentofongoing change, there are certainleadershipqualitiesthatsingle out effectiveleadersfrom the rest in termsofthe impact they createonothers, such as personal characteristics comprisedofcharacter strengths and virtues, emotional maturity and self-love, behavioural dimensions comprisedofeffective orientation towards others - social maturity, relationship and team-building, and cultural dimensions describing the organizational context, comprisedoforganizational awareness, aligned communications, and support. Findings led toaconceptualleadershipmodel corresponding to the three categories, respectively, Leading Self, Leading Others, Leading Organization.
