acts of the Case: Jose T. Lajom and his mother, Vicente Vda. De Lajom were the registered owners of several parcels of land inwhich portion of the ubject land was placed under the government's Operation Land Transfer Program (OLTP) pursuant to Presidentail Decree No. 27, therwise known as "Tenants Emancipation Decree, "and accordingly, the Department of Agrarian Reform (DAR), through the Land Bank of the Philippines (LBP), offered to pay petitioners the amounts as just compensation for the constitutive areas of the subject portion . However, records show, that despite non-payment of the offered just compensation, DAR granted twelve (12) Emancipation atents in favor of the farmer-beneficiaries
