After successful transforming the culture at the Agile County Airport System (Unit 3), the board of directors asks you to implement a Hoshin Kanri process which will provide the airport system a set of long term strategic objectives. In this assignment, creating a white paper for the board's review with the following points of focus:

  1. Statement of Purpose - which would include a vision. Remember your vision should be long-term, futuristic, and motivational. It should answer - What would the ideal state look like? Also include a mission statement addressing what needs to be done. In general, the mission statement describes what theHoshin plan needs to accomplish. This is the ultimate goal to achieve as an airport system.
  2. 3 Breakthrough Objectives - Recall that breakthrough objectives are those directed at achieving significant performance improvements or making significant changes in the way the system operates within an organization, value stream or functional unit. Your objectives may relate to critical business issues the airport system will face in the next two to five years. These issues may relate to profitability, growth, market share, or in support of introducing a new service.
  3. Describing how you would obtain buy-in and create alignment - what would you do to clarify roles, ensure alignment and to integrate the senior management's vision with daily activities. What are the key elements or questions necessary to create a shared understanding?
  4. Selecting one of the breakthrough objectives and design 3 Fundamental Objectives - to implement the selected Hoshin breakthrough objective. Remember there must be a balance of the day-to-day activities and the activities required to implement theHoshin breakthrough activities. Part of the day-to-day activities should be designed to monitor, maintain, and continuously improve stable processes that are under control.
  5. Describing how you would review the progress of these initiatives - this should include the cadence of your review process, and at least three example key performance indicators which would allow you to measure success or the need for adjusting your process.
