All Hazards Approach

As an emergency manager, you work for a company/city and you are in charge of implementing a new emergency operations plan. By the end of the week you must provide to your general manager a detailed outline about an All-Hazards Approach to face potential natural and technological disasters and terrorism, in order to protect employees and your colleagues.

Write a research paper; approximately four to five pages long, not including cover, abstract, references, etc. Be sure the paper thoroughly answers the topics to be addressed and is justified and supported by empirical evidence. It would be best to separate your answers to each topic in separate sections, which must be appropriately identified in the paper.
