1. The Bill/Statute
2. A Sponsor Memo. The Sponsor Memo must include the Title of the bill, the
Purpose or General Idea of the Bill and Summary of the Provisions, Prior
Legislation, Fiscal Implications and an Effective Date.
3. A short memorandum (3 - 5 length) describing:
The Public Health problem to be addressed,
What outcome you are hoping to achieve,
Data identifying the problem and supporting your proposed solution, and
How that goal/outcome can be achieved by legislation.
Be careful to avoid unintended consequences and do not impinge upon a
Constitutional Right, i.e., free speech, religion etc.
Consider whether to "fine tune" an existing Public Health Law or if NYS should adopt a public health law similar to one existing in another state.
Do not recommend a legislative change that is already drafted and proposed in the NYS legislature or by an interest group (for example, the New York State Nurses Association has a proposed safe staffing bill).
