Analyze the details of the following case and post a response to the question.

Churchill moved to his property ("Churchill Property") last year. Problems with Stalin immediately ensued. On a routine basis, with no reason, other than to harass Churchill, Stalin calls the police making various false reports. For example, Stalin called the police claiming that Churchill was discharging firearms at him. Churchill doesn't own a gun and at the time, Churchill was actually travelling back to home from Tombstone.

Weeks later, Stalin called the police three times informing them that Churchill had chained his gate shut. The next month, Stalin called the police and told them that Churchill attempted to spear him and Stalin's dogs to death with a fencepost.

Churchill sells firewood and legally posts signs throughout the neighborhood regarding the firewood for sale. Stalin has called the police repeatedly to inform them that Churchill's signs were blocking the road, even though the road is 40 feet wide and the signs are only 8.5 x 11 inches. On numerous occasions, Churchill has witnessed Stalin destroying the signs by intentionally running over them in his vehicle.

Following the destruction of his signs, Churchill approached neighbors throughout the community and requested permission to place the signs on their private property. Churchill received permission and placed his signs on neighbors' private properties. Stalin removed the signs from the neighbors' private property and destroyed the signs.

On March 25, 2016, Stalin also called the police and told them that Churchill had destroyed his fence even though Churchill was not even in town that day. After all these events, Stalin began filming Churchill anytime he steps outside onto his own property. He films Churchill when he has workers at his house, when he walks his dog, and even when he has coffee on his porch.

When Churchill and his family attempt to spend time on the lower level of his home, Stalin will drive his vehicle close to Churchill's property and shine high powered light beams from his vehicle into the Churchill home. In December, Churchill was using his tree cutting company to cut some trees around his home. Stalin called the County and told them that Churchill is running an illegal business out of his home, causing the County to send a number of unnecessary cease and desist letters to Churchill.

In May, Stalin, with another individual, Roosevelt, came to Churchill's property. Roosevelt was armed, so Churchill informed the police. Before the police came, Stalin and Roosevelt fled the property. Following the event with Stalin and Roosevelt, Churchill went to the Maricopa County Sherriff's Office in Fountain Hills, Arizona to discuss the matter with a supervisor. While Churchill was at the station, Stalin phoned the station to file another false report against Churchill. Stalin has and continues to file false police reports against Churchill.

Recently, Stalin built a wall out of mud which encroaches on Churchill's property line. Churchill asked him to move it, but Stalin threatened him. The wall smells like sewage. Late at night, Churchill bulldozed the mud wall and dumped all of the mud onto Stalin's front porch.
