Part Two:Define the Poverty Trap. Then comment on just one Health or Education initiative intended to help the extreme poor that failed because of unanticipated responses by the poor.

Some of these reactions occur because people are being rational while others occur because the extreme poor do not trust service providers.Which is the Case for you example?
