Answer the questions based on the scenario: It is a hot and sunny day on the 15th of July 2016, and Windward Air flight #1234 from Beijing has just landed at Edmonton's International Airport. When airport ground staff open the plane's aft cargo hold a vapour plume is immediately seen emanating from the plane's hold. The plume drifts from the plane, contacting the right landing gear, right engines, and an adjacent airport vehicle.

 

Four (4) ground staff beside the plane suffer a severe burning sensation to the eyes and coughing, choking, and shortness of breath to their respiratory system.

The aircraft, and adjacent areas of the airport downwind of the plume, are evacuated. Airport emergency services respond in an attempt to contain further vapour plume travel, and security personnel secure the area around the plane.

Initial evaluation by emergency responders determines some of the contents of two aircraft contoured containers, #AKE-1212-3 and #AKE1212-4, are leaking. Cross-checking the flight manifest indicates the containers hold forty (40) twenty-five litre metal pails of Oxalyl Chloride.
