Bipartite or Tripartite MOU? In 2012, the executive team of the Civil Service Association of Jamaica, gathered to discuss the impending Memorandum of Understanding (MOU) between the government and public sector workers as a replacement to the traditional collective bargaining for salary increase. The president of the association, Mr Smith, explained to the executive the government's position: which among other things, the financial dilemma the country was lacing and the resulting consequences if drastic measures were not taken to curb the government's greatest monthly expense - labour cost. While, in principle, the executive appreciates the government's position, the majority of the committee members believed that the proposed MOU is 'lopsided'. They believed. as with previous MOUs, the public-sector workers are the ones that are continuously making the financial sacrifice for the country. To punctuate their point, constant references were made to the Barbados situation. Mr Smith agreed with the members and promised to raise the issue with the government's negotiating team when next they meet.
