They did this by funding the entire cost of healthcare and health insurance in a universal healthcare system similar to the NHS of England. In this theoretical scenario the United States replaces the current free market healthcare into a Universal Healthcare system like the NHS in the UK. This is a theoretical law scenario where legislation has changed dramatically and healthcare is made universal in the United States by the government.
