Anytown is a medium-sized, diverse city in the United States. The government of Anytown has just created a new law. The new law reads in its entirety, "No vehicles may be taken into the city's parks." The city government has not said anything about its reasons for creating the law, or how the law should be enforced. Violation of the law is a misdemeanor crime. We can imagine this law being enforced in a number of different waysthe following are some possibilities. Please discuss how any four of the following six scenarios illustrates important ideas or legal patterns we've read and talked about in the first half of the course. You're free to interpret these scenarios as you wish, and you are welcome to use a scenario as a starting point for a larger argument, speculation, or opinion.

Scenario 1: Before the law goes into effect, there is vigorous opposition in Anytown. The law has two major opponents. The first group is concerned that the law might violate specific rights, or be enforced inequitably. The other group believes the law is "UnAmerican," though they don't say exactly what they mean by this.

Scenario 2: Nobody is ever arrested or prosecuted for taking a vehicle into Anytown's parks. However, Anytown invokes the law to claim that the city is not liable after a man is injured in a bicycle accident on a poorly maintained park trail.

Scenario 3: The law is vigorously enforced in a park located in the poorest neighborhood in Anytown. Police patrolling this park are particularly likely to stop and search young men on skateboards or bicycles. People are rarely prosecuted for the vehicle violation, but they are sometimes arrested or charged for possessing drugs or weapons discovered during searches. The law is usually ignored by officers patrolling the other parks in the city.

Scenario 4: The law is rarely enforced in any of the parks. However, police officers often invoke the "no vehicles" law when they see homeless people pushing shopping carts in the park. An activist group wins a legal case that establishes that homeless people are allowed to have shopping carts in the park. The group uses this decision to seek other legal and practical changes in Anytownthe activists want to make Anytown a more hospitable and tolerant place for the homeless.

Scenario 5: A new, controversial, well-funded religious group has arrived in Anytown. Members of this group often preach while riding scooters in the park. Some members of this group are charged with violating the ban on vehicles in the park. The religious group mounts a vigorous defense against the charges.

Scenario 6: The "no vehicles" law is rarely enforced in any of the parks. However, a new police officer believes in zealous enforcement. On the same day, the officer arrests a wealthy white woman riding a horse in a park, and a poor black man riding a moped in a park. The new officer immediately brings both cases to the attention of Anytown's prosecutor.
