Apply Kotter's (2007) change process through a careful examination of how organizational change manifested in Pittsburgh over a long, time horizon, through many leaders, governmental-private-community cross-sector collaborations, and changes in local/regional systems. Prepare to address the role of partnerships and cross-sector collaborations in positioning the city for major improvement and revitalization. Also, examine the successes and challenges of their progression, and characterize the sustainability of their efforts
