Armstrong worked for a UN specialized agency in Geneva for 7 years. As part of his job, he tracked the civil rights activities of member states. One state did not like his listing of certain civil rights abuses that he alleged that country was perpetuating against its citizens. The country refused to pay its dues to the agency unless this man was fired. The secretary-general then fired him. Armstrong appealed this decision to the ILO's Administrative Tribunal, which has jurisdiction over these types of disputed.
