As a result, I can't speak to the whole spectrum of team development from start to finish. I spent a lot of time discussing the norming and storming stages with my supervisors. The teams I've worked with had the ability to brainstorm on occasion, but only when the bosses needed something done in a certain manner and it couldn't be done in the way they wanted it to be done.
