As has been witnessed over the history of civil aviation, current events and economic climates, as well as social issues, tend to have significant impacts on the continuous development of civil aviation, particularly when it comes to its legislative history. The early years of aviation saw years of legislation that established the organizational structure of the airlines and airports. The latter half of the twentieth century witnessed legislation that focused on the funding of airports, as well as regulations that considered external factors, such as the environment, security, system safety, and larger economic conditions. The first decade of the twenty-first century once again reacted to major external events, from record growth in aviation demand to a new generation of terrorism to governmental policy that has shifted from long-term investment to short-term operations. The latter years of the twenty-first century's second decade has seen historical shifts in U.S. policy, a retreat from globalization and regulation, and highly limited congressional activity focusing on long-term investment. As a result, the aviation industry, while continuing to enjoy a strong economy and profitable operators, may be facing uncertainty in the coming years.  Whatever the future of civil aviation legislation brings, it will no doubt be developed on the basis of the rich history that is the first 100+ years of civil aviation. As such, it is the historical formation of legislation based on technological, economic, and political events, as well as concerns for system efficiency, capacity, safety, and security that must be understood to best manage and create legislation for the future of civil aviation and its airports.
