As the extent of the Covid-19 threat became clearer, Nation States began placing restrictions on transit and exports of essential medical items, such as medicines and personal protective equipment and even vaccines. Some States have even introduced measures to stockpile vaccines and other medical products in quantities that exceed their needs. These measures have been condemned by many, including the new Director General of the WTO, Ngozi Okonjo lweala, who has referred to some measures by some States as 'vaccine nationalism'.
