Recall that stakeholders can include program operators (Health Dept.), those affected (target population), and users of the evaluation (policy makers). For instance, users of the evaluation such as lawmakers may be concerned mainly with the outcome evaluations since they would prefer a final summary of how the program made impact and if it is worthwhile to include in future policy drafts.
