For the purposes of this task, you are to imagine that you are a Building Surveyor who has been approached by the owner of a property, Ms Lucy Diamond. Ms. Diamond has indicated that she would like to build a carport on her property to protect her new yellow car. The property falls in your local Council area.

Ms Diamond has also indicated that she has very limited knowledge in regard to the types of approvals required for the construction of a carport and was therefore hoping that you could assist by providing consultancy advice on what information is required to gain the relevant approvals.

What Ms Diamond can tell you is that plans have been drawn (as attached) and that:

1.The carport will be made of timber and will have a corrugated iron roof

2.It will be positioned between the existing house and the adjacent boundary

3.It will be set back 3 m from the front boundary

4.The area of her property is 600 m2

5.The existing dwelling is heritage listed

She would like to engage you as a Consultant. Your job will be to manage and coordinate the project up to the lodgement of the Building Application. In your role, you would be expected to:

•Identify and confirm the scope and nature of your services

•Identify and confirm the legislative, codes, and standards requirements that are applicable to the construction of a dwelling of this nature

•Identify all of the relevant approvals required for a development of this nature

•Identify and liaise with the specialist experts to ensure timely advice is offered within terms of service level agreements

•Determine and explain compliance requirements within the scope of your functions as a Building Surveying Consultant

•Provide advice on cost effective and efficient design alternatives that meet compliance requirements

•Answer any questions relating to compliance issues from the client

Let us assume that you have accepted the job, and will be acting as the Consultant. Your task will be to assess and advise on the compliance of design documentation relevant to their proposed project.

Requirements for this Assessment

You are to choose an address within your local area that would be suitable for this type of development and assume that it is the property owned by Ms Diamond. (Please note that you are only using this address for its location and to establish any planning or building approval requirements, so it doesn't matter if there is an existing building. You can assume that the area where the carport will be built is vacant and cleared of vegetation)

Task 1

Prepare a service level agreement in the appropriate format. This agreement should include, but not be limited to:

The address of the property that you have chosen

The Local Government area that your chosen property falls in

A detailed brief of the project (that is, the services that you will be providing for the client.).

Any exclusions or limitations (that is, what you brief won't include. For example, a detailed BCA assessment)

A Schedule of fees including variations for additional services ( You can make these up on what you think your market rate would be - for example $100 per hour)

The time frame of the proposed services.

A dispute resolution process

Details of payment and invoicing

Assume that Ms Diamond has accepted your proposal.

Your next task is to prepare a letter that clearly explains the process for gaining the required approvals for the construction of a carport on her property.

Your letter must include the following information:

1.The address of the subject property

2.The zoning of the subject property

3.The NCC- BCA classification for a carport

4.Any affectations that must be considered. For example, is the property affected by flooding, heritage bushfire and so on?

5.The legislation needs to be complied with for the construction of a single storey Class 1 a dwelling. Please indicate the name of the Act/Regulation applicable, and the section that specifies the requirements for the approval of a building of this nature.

6.A list of the planning instruments or schemes that need to be considered when assessing a development application of this nature

7.A list of subordinate legislation that needs to be complied with for the construction of a carport. For example, the NCC-BCA, Council policies ( like heritage, stormwater and so on)

8.The types of approvals required for a development of this nature with reasons why. (Please note, if the building does not require a planning or building permit or Development consent, you need to explain why).

9.Who can issue the required approvals?

10.If applicable, external agencies that need to be notified. For example, Council's Heritage Officer

11.A flow diagram that indicates all of the required steps of the approval process from concept to occupation.

12.A list of the documents that need to be submitted as part of any required application with reasons why (e.g. is it required by the legislation, and if so, which section?)

13.Whether the plans provided are suitable. If not, why and what amendments and further information is required.

Please note - We are not expecting a full Town Planning or BCA assessment at this stage of the course. Instead, you are to provide the big picture information about what is required and needs to be complied. For example, while we expect that you mention the relevant Planning Scheme or DCP requirements that need to be considered, we don't expect you to provide a full assessment report. Likewise, while we expect that you mention the relevant considerations of the BCA, we are not expecting you to provide a full BCA assessment report. That will be covered in other units.

Hint - We recommend that you visit your local Council website, or to contact your Council Duty Town Planner to help you with these requirements. The state/territory government authority responsible for setting planning requirements also has useful information on their website. For example, it may be worth visiting the Planning Portal or whatever is equivalent in your state or territory.
