2. What are the underlying causes of the dispute?
The underlying causes of the dispute are the low salaries and wages of the CENECO Rational Union Employees (CURE) members (rank and file employees) and their failure to get their bonuses.
3. What economic or ethical pressures has each side attempted to use to prevail in the dispute?
They plan to go on strike or rally to fight for their rights. Governor Sancho strongly suggested that the group meet and come up with a "Manifesto for Industrial Peace," strongly requesting the management and the labor union of CENECO to submit their labor dispute to voluntary arbitration and/or requesting Labor Secretary Silvestre Bello III.

The failed implementation of the approved collective bargaining agreement failed to go into effect in September 2021. An excerpt from NEA's memo dated January 20, 2022 states that:
"Before implementation of the NEA-confirmed AGMA resolutions approving the CBA of CURE and RESCUE, may we advise the EC Board and Management and the members of the labor unions to first attain at least 95% collection efficiency using the average method of computation. With this performance-based mechanism, we solidify the financial sustainability of the Electric Cooperative (EC)."
This means that members of the union will have to find ways to attain at least 98% collection efficiency so that they can also grant an increase in wages of 5% and get bonuses.

PWN Secretary General Wennie Sancho called the attention of Governor Eugenio Jose Lacson, former governor Rafael Coscolluela, and Frank Carbon of the Metro Bacolod Chamber of Commerce and Industry (MBCCI) to convene the Task Force Ceneco in order to address the looming power crisis amid the impending strike. Sancho said it was strongly suggested that the group meet and come up with a "Manifesto for Industrial Peace," strongly requesting the management and the labor union of Ceneco to submit their labor dispute to voluntary arbitration and/or requesting Labor Secretary Silvestre Bello III. This will lead to the assumption of jurisdiction over the labor dispute at CENECO as an industry indispensable to the national interest, he said, adding that such an assumption will have the effect of automatically enjoining the intended or pending strike. Their concern and the highest respect for the rights and welfare of the consumers, their lives, and their health since Ceneco management and the governor will exhaust their ways to substantially minimize the strike. A manifesto for industrial peace will lead to the assumption of jurisdiction over the labor dispute at Ceneco as an industry indispensable to the national interest. Adding such an assumption shall have the effect of automatically enjoining the intended or impending strike. The management is requesting the intervention of the Department of Labor (DOLE) on this matter, considering that CENECO is a public utility that provides vital services to the MCOs. This is to assure the public that CENECO is taking appropriate action on this issue.
7. In retrospect, could this dispute have been resolved in a more constructive fashion? If so, how?
Yes. If they could, they could have good communication to settle and consider the common interests of both parties based on the agreement.
