Assignment (Pressure Equipment Regulations)

Mr Z's company (specializing in manufacturing pressure equipments) has a contract with Mr P's company in terms of which Mr Z's company is to manufacture 100 pressure equipments for Mr P's company. After the delivery of the 100 pressure equipments, Mr P begins to make use of the pressure equipments. However, there is one pressure equipment that he cannot safely use in accordance with its design criteria and cannot have the necessary repairs effected immediately. However, apart from the foregoing one, he manages tosend some of the pressure equipments for repairs. However, the repaired pressure equipments get sent back to him without a certificate in which the extent of the repair is described.

It also turns out that there is a dispute of a technical or safety issue on the 100 pressure equipments delivered to Mr P, which could not be reasonably resolved between an approved inspection authority and Mr Z's company. Mr Z's company approaches the Minister of Energy in order to have the dispute between them resolved.

Advise Mr P on the laws pertaining to the repair of pressure equipments, particularly on whether the procedure for repaired pressure equipments was followed.
