The State of Oklahoma Code says that anyone participating in a wrestling match for money must have a state license, and that anyone violating this law is subject to a $5000 fine. A tribal citizen wrestles a Non-Indian at his tribe's casino in his tribe's Indian Country for money, and neither party has obtained a state license. There is no federal law prohibiting or regulating wrestling for money, and the tribe, which has no treaty with the U.S., does not plan to punish the tribal citizen. Make the argument that the U.S. can prosecute the tribal citizen for wrestling without a license.
