Assume it takes a finite amount of time for signals to propagate through the system. As a result, you cannot change the ALU's input flip$-$flops simultaneously with the output flip$-$flop and expect the correct output to be saved. However you can clock both input flip$-$flops FF$1$ and FF$2$ simultaneously and not cause issues.
