At the beginning of the current year (2021), The Special Revenue Fund showed the following balances carried over from 2020. 200 10 Cash Park Supplies Advance from State Restricted Fund Balance NonSpendable Fund Balance 50 150 10 NOTE: State Grants, including the grant received last year, must be spent entirely on Park Supplies and the County must match the grant spending dollar for dollar from their own budget. The Advance from State was a State Grant received last year, in 2020, to be applied this year, in 2021. NOTE: Jackson County executives approved a Special Revenue budget for 2021 that included up to 150 for purchasing Park Supplies. You do not need to show the budgetary entry for the Appropriations here. Note: Because this is a Special Revenue Fund, all spendable Fund Balances are RESTRICTED. In other words, there is no Unassigned Fund Balance in this fund. Record in the Journal and the Ledger the following 2021 transactions related to the Special Revenue Fund AND Post your journal entries to the included ledger accounts. NOTE: Purchases of supplies are subject to encumbrances. 1. Jackson County Finance Manager transfers 20 from the General Fund into the Parks Supplies Special Revenue Fund. 2. Jackson management authorizes the order of 130 of Parks Supplies (not received) 3. Jackson receives the 130 Parks Supplies. Payment of the supplies is approved, but not made. 4. Jackson pays in Cash the 130 voucher for Parks Supplies. 5. The purchase of Park Supplies fulfills all the requirements for all Grant money eligibility. 6. At year end, Jackson management determines from an internal audit that 27 in Park Supplies remain unused. 7. Make a year-end adjustment to show that the 27 in Park Supplies is in a form that cannot be spent. 8. Make an entry to close out each Revenue and the Expenditure account.
