Australian Minimum Wage

What are the relevant laws, and is this governed by state and federal regulations? Is the Australian min wage too high, which is restricting growth and investment? Or, what is the effect to workers and businesses and societies when wage growth does not meet or exceed inflation? Should this be driven by market forces (ie, companies/ industries determine minimum wages), or should this continue to be regulated by the state?
