This is a simplified version of LCOE as it considers only the major types of cost parameters (installation costs, fixed O&M, variable O&M, fuel and tax credits) and does not factor in any discounting for future costs. Formulas are provided for this problem, but I want you to know where we get the input parameters. Go to Table 1 in the U.S. Energy Information Administration (EIA)'s report Capital Cost Estimates for Utility Scale Electricity Generating Plants. Find these two power plants: Natural Gas, Advanced Natural Gas Combined Cycle (ANGCC) Onshore Wind For those two types of power plants, take note of the following parameters: Nominal Capacity (MW) (note: this is the power plant's output when running at max capacity) Overnight Capital Cost - ($/kW) (note: this means the investment or installation costs per kW of capacity) Fixed O&M Cost ($/kw/y) (note: this means dollar per kilowatt of capacity per year) Variable O&M Cost ($/MWh) (note: this means dollar per megawatt-hour of electricity) Heat Rate (Btu/kWh) (note: this is the amount of primary energy, natural gas for ANGCC, needed to produce a kWh of electricity, there is no heat rate for wind) In addition, assume the following power plant characteristics: Natural gas power plants: capacity factor' of 85% and a lifetime of 30 years Wind farms: capacity factor of 40% and a lifetime of 20 years and the following policy: Wind is eligible for a federal subsidy (technically a production tax credit) of $23/MWh for the first 10 years of its lifetime.
