Background: China still considers Taiwan to be a rogue "breakaway" province of China, and does not acknowledge Taiwan's existence as an independent nation. For 50 years, Taiwan has existed under the continuous threat of a potential Chinese invasion. This has always been a point of contention between China and western democracies. However, now China has grown to be the world's 2nd largest economy and a critical trading partner for Canada, particularly at a time when nativist and isolationist forces in the U.S. create instability and threaten Canadian prosperity. Canada is one of the key members of the Comprehensive and Progressive Agreement for TransPacific Partnership (the "CPTPP"). Both China and Taiwan have recently applied for membership in the CPTPP. China has voiced its strenuous objection to the inclusion of Taiwan in the CPTPP. It is clear that China will not join the CPTPP if Taiwan is allowed to join. Having China in the CPTPP brings much more economic opportunity to Canada than having Taiwan as a member, but is it the right thing to do?
The Question: BE IT RESOLVED that Canada should publicly support the application of Taiwan to join the CPTPP notwithstanding the objections of China.
