Background: The biggest problem of public international law is how do you enforce a legal outcome if the state (sovereign) refuses to comply? International law does not have a reliable enforcement mechanism like the police force or sheriff's department. Some observers believe that public international law would be much more effective if the world powers agreed to give the United Nations more enforcement power and resources with which to enforce compliance with the pronouncements of the UN Security Council. Others believe that giving any more power to the United Nations would be a mistake and would negatively impact the sovereignty of individual nations.

The Question: BE IT RESOLVED that the constitution of the United Nations be reformed to give the United Nations Security Council a permanent police force with the capacity, authority and physical resources to directly and effectively enforce the pronouncements of the United Nations Security Council through whatever means are necessary (including the use of force) to ensure greater compliance in the future with the core principles public international law
