Army A has 3 options: boldly launch a counter-attack; retreat and leave the non-combatants to suffer; or continue to skirmish. Army B can either launch a full frontal assault - leaving them vulnerable to skirmish attacks; drive forward with full scouts and skirmish forces - which will enable them to counter to any attack or skirmish but let a retreating army escape; or aggressive skirmish - keeping the bulk of their forces back they hit any opposing skirmishers very hard.
