Background: Two armies are fighting over control of land. The first army (Army A) is losing badly. They are trying to evacuate as many people as possible and fighting a running battle. The second army (Army B) is attempting to finish off the first army. The payoffs for Army A are based on number of troops lost and number of people they can get out safely. Army A has 3 options: boldly launch a counter-attack; retreat and leave the non-combatants to suffer; or continue to skirmish. Army B can either launch a full frontal assault - leaving them vulnerable to skirmish attacks; drive forward with full scouts and skirmish forces - which will enable them to counter to any attack or skirmish but let a retreating army escape; or aggressive skirmish - keeping the bulk of their forces back they hit any opposing skirmishers very hard.
