Backstory: One of the authors was directly involved in the following case study: Assume that you are a small-town police officer and it is summertime. You are driving your patrol car one evening when a vehicle suddenly pulls up beside you, and the woman driver yells, "Officer, my baby's dying!" You have her drive her car to the curb, and she then carries the child to your patrol car. You note that the infant is about eight months of age, her face has a blue tinge to it, her eyes are rolled back, and she does not appear to be breathing. You quickly check her airway, resolve the situation (the baby's airway had become obstructed by her tongue during a seizure) and convey them to the hospital. Two months later, learning from a friend where you live, the same woman comes to your home. Sobbing, she says, "Officer, my husband is in jail for disorderly conduct, I'm broke, and my kids have no food or milk. I need money to bail him out of jail so he can get back to work and buy groceries. You gave me help oncecan you help me now?"
