Barcel, a Mexican company contracted with Kliff, a California company, to buy 200,000 foil Cristiano Ronaldo trading cards to be placed in snack food packaging

Barcel, a Mexican company contracted with Kliff, a California company, to buy 200,000 foil "Cristiano Ronaldo" trading cards to be placed in snack food packaging in direct contact with food. The cards were to be shipped to Mexico to be incorporated with snack food products manufactured there. Kliff sub-contracted with Grace Label, Inc. to produce the cards. Grace Label is a corporation located in the US State of lowa. Kliff and Grace Label agreed that the cards had to be FDA approved for contact with food. Grace Label did not have direct contact with Barcel because Kliff did not want Grace Label to be in contact with its customer. Barcel rejected the cards because they were not food compatible. What does "FDA approved" mean? If the cards are FDA approved can Barcel reject them? What possible legal cases exist here? Is each case governed by the CISG? Why or why not?
