Between 2014 and 2016, there were more than 28,600 cases of Ebola infections identified in western Africa, Europe, and the United States (US). There were approximately 11,350 deaths associated with the epidemic.

In the US, the following took place:

Relatives of Assunta Nimley-Phillips traveled from Liberia to New Haven, CT during the height of the epidemic.They never contacted a person with Ebola and showed no symptoms of disease.The state of Connecticut placed them in quarantine in Ms. Nimley-Phillips basement for 3 weeks.

A team of NBC reporters violated a voluntary quarantine after returning from covering the Ebola outbreak in Liberia.Subsequently, the state of New Jersey placed the reporters in a mandatory quarantine.

In addition, several African countries took the following measure to prevent the spread of Ebola:

Airports took the body temperatures of passengers flying out of certain airports and flying in from certain regions.Patients with an elevated temperature indicative of a fever were required to be placed in quarantine or undergo additional medical tests.

Assume all these actions were brought before a U.S. court.Determine the constitutionality of the actions described above on combating the Ebola epidemic based on procedural and/or substantive due process.
