Billy Barroner owns a bar in town near a big university. Most of his customers are college students. Many students at the university are under the legal drinking age. Billy, must therefore, be very vigilant about those two whom he serves alcohol. Nevertheless, Billy decides to start offering a 2 for 1 drink special from 5 pm to 6 pm. When Billy attempts to advertise his special on the campus, local authorities force him to pull his ads, citing the fact that most students on campus are not of legal drinking age.
