Bo is a national of State X. Bo lives and works in State X, but regularly plays the lottery in the hope of being able to give it all up and live a new, exciting life. One weekend, Bo's dreams come true and Bo wins the lottery jackpot of several million euros. With the guidance of a registered financial adviser, Bo puts the winnings into a secure savings account with a reputable bank and Bo is informed that the interest on the savings account alone will be more than sufficient to live from for the rest of Bo's life.

Bo moves to State Y. After 6 months of exploring State Y, Bo starts to get bored. Bo sees an advertisement for a part-time job as a receptionist at the National Art Gallery of State Y. Bo applies for the post because working in the art gallery would be an excellent opportunity to see and learn about the art collection, and to meet some new people.

Several weeks after submitting the job application, Bo has not heard anything and decides to telephone the Human Resources Department of the National Art Gallery for an up-date. Bo is disappointed to be told that, unfortunately, Bo's application has not been successful. As the National Art Gallery is fully funded by the state, only those with at least 6 years' work experience acquired in State Y can be hired. Bo is also very concerned because, at the end of the telephone conversation, the Human Resources Manager says "Good luck with finding a job - you'll need to have a job if you want to continue living in this country."

Whilst out on a walk to reflect on the telephone conversation, Bo comes across someone crying. Bo enquires if they are OK. The person is Je, who is also a national of State X. Je came to State Y two months ago in the hope of finding a job. However, it has been more difficult to find work and the cost

of living in State Y has been higher than Je expected. Je has applied for social assistance from the Social Assistance Office of State Y. However, Je has been turned down on the basis that this support from the state is not available to non-nationals.

Advise Bo and Je as to their rights under EU law.
