Bob loves to ride bicycles as a hobby. He visited Sam's bicycle shop to trade-in his 10-year-old racing bicycle for a newer model. Bob saw a blue bicycle he liked, priced at $1,800. When Bob enquired about the bike to Sam, Sam told Bob: "This special bicycle has a great history. Tommy Tan, the famous cyclist, rode it to win the Tour de France in 2015." However, the fact was, Sam had misread an article in the Singapore Cycling Yearbook. Although this bicycle indeed once belonged to Tommy Tan, Tommy rode it to win the less prestigious Tour de Singapore in 2015, not the Tour de France. Fortunately, Bob had kept up with cycling news and was quite sure that it was not Tommy Tan who won the 2015 Tour de France. Bob agreed to trade-in his old bicycle for the blue one and paid $1,500 in cash. After using the blue bicycle for a week, Bob was dissatisfied with it and is planning to return it. Advise whether Bob is able to return the bicycle citing the incorrect statement that Sam made, as a reason for returning the bicycle
