Bobbie is a fan of the popular music artist, Miss Americana. Recently, he attended her longawaited concert at Melbourne Stadium, paying extra for a ticket in the second row so he could be as close to the stage as possible. Melbourne Stadium is owned and managed by the Victorian Government. At the entrance to the stadium, Bobbie was required to walk through a metal detector and present his bag to be searched by a security guard. During the search, the security guard confiscated a can of soft drink from Bobbie, pointing to a large sign stating: "Melbourne Stadium has strict rules in operation for safety purposes. All patrons will be searched on entry. No patron may enter the arena with large bags, sharp or heavy objects, or any items of food or drink." About halfway through the concert, Bobbie noticed something shiny underneath the row in front. Investigating further, he found a pair of bejewelled sunglasses, with the initials M A encrusted in gemstones on the frames. He assumed that they must have been dropped by Miss Americana herself. He proceeded to climb over the people in the first row and attempted to climb onto the stage so he could return them. Tan, a security guard employed by the Victorian Government to work at Melbourne Stadium was standing nearby. Tan noticed the disruption and intervened. Tan confiscated the sunglasses and physically removed Bobbie from the stadium. At the end of his shift, Tan considered keeping the sunglasses for his daughter, who is a huge fan of Miss Americana, but ultimately decided to hand the sunglasses into the stadium's lost property box. He left his phone number so that he could be contacted if the sunglasses were not claimed. A month later, no one has come forward to claim the sunglasses. Virat, a temporary customer services assistant working for Red Recruitment (a customer service agency which occasionally outsources staff to Melbourne Stadium), reviews the contents of the lost property box. Virat notices that the gemstones on the sunglasses appear to be real diamonds. He removes the diamonds and keeps them before contacting Tan and giving him the sunglasses. Tan notices the missing diamonds, and complains to the Victorian Government. After investigating Tan's complaint, the Victorian Government is now of the position that they are entitled to keep the sunglasses, including the diamonds. Having been made aware of these events, Red Recruitment has also stated its intention to pursue a claim for the diamonds. Assess who has the strongest claim to the sunglasses and the diamonds: Bobbie, Tan, Virat, Red Recruitment, or the Victorian Government
