Without implementing HOV lanes, the average delay per vehicle during the peak period is 6 min for single occupant vehicles and the same 6 min for carpoolers with 2 people per vehicle. After implementing HOV lanes, the average delay per vehicle during the peak period is 7 min for single occupant vehicles and only 4 min for carpoolers with 2 people per vehicle. There are 3000 single occupant vehicles and 1000 carpoolers (vehicles with 2 occupants or persons). Compute the total person delay before and after implementing HOV lanes.
