Officers can report for duty at any of the above six time periods and will then remain on duty for 8 consecutive hours.

1. Formulate to minimize the number of officers needed to staff each day.

Suppose the officers could be assigned 4 hours of overtime at the end of their normal shift for a 50% increase in wage.
