Projections show that by 2050, the number of youths will double to 850million, and nearly 38% of these youths will want to move permanently to another country. With a youth poverty rate of 70% and rising, governments will have to contend with increasing criminal activities, strain on the fiscus arising from social welfare support, low productivity arising from a non-skilled workforce, among other micro and macro-level problems. You are a member of the Africa Youth Empowerment Task Force Team. i. What criteria would you advise the Minister of Youth Affairs in your country to consider, so as to get the 'youth empowerment' issue on the policy agenda? ii. Conduct a thorough stakeholder analysis for this policy issue clearly identifying the various official and unofficial actors and their power/influence/interest using a framework commonly used in policy formation. iii. Assume that the issue has successfully been placed on the agenda. Use any one policy formulation approaches to devise the best policy option for 'youth empowerment' in your country.
