Can a newly purchased car be driven without a plate?

The car was purchased from a dealership in Melbourne FL, where it was previously registered under a different name.

A citation was issued as the car was being driven back to the property. Keep in mind, the car has proof of insurance and registration in the driver's name. Why was a citation issued? Doesn't Florida allow 30 days to get the paperwork in order?
