Can any one help me in to write legal memorandum on the following case ?

Mr. Kuresh was stopped for speeding on the Abbotsford Mission Highway by a police officer, he was travelling 100 km an hour in a designated 80 zone.

The police officer suspected Mr. Kuresh was under the influence of alcohol or drugs so he asked him to park and take an exam. He refused. The officer advised him of his rights and then detained Mr. Kuresh in the cruiser and asked for Mr. Kuresh's car to be towed.

He then searched Mr. Kuresh's car prior to getting it towed and found rocks in a plastic bag in the glove compartment, the rocks were later tested and proved to class A narcotics.

Mr. Kuresh was given a blood test at Abbotsford Hospital but the test was negative for drugs.

The police are charging Mr. Kuresh for possession with the intention to traffic prohibited narcotics under s7of the Controlled Drugs and Substances Act(S.C.1996, c. 19).
