Bill 21 is an Act that 'bans public-sector employees in Quebec from wearing religious symbols at the workplace'.1

The bill does not put a ban on religious believers from working for the government. In accordance with the Canadian Charter of Rights and Freedoms, everyone has a right to four fundamental freedoms and other rights. The four fundamental freedoms are: '(1) freedom of conscience and religion; (2) freedom of thought, opinion, and expression, including freedom of the press and other media and communication; (3) freedom of peaceful assembly; and (4) freedom of association'.2

The objective of Bill 21 is to achieve its stated aim of furthering the equality of men and women.3

Bill 21 affects multiple religious groups, particularly Muslim women who wear the hijab, the head covering cannot be hidden behind another layer of clothing.4
