Instructions:Review Practice Problem #7 on drunk driving from Chapter 10 in Essentials of Statistics for Criminology and Criminal Justice. Respond to all of the items in the list below.

Problem #7: One of the most pressing social problems is the problem of drunk driving causes untold human suffering and has profound economic effects. States have tried various things to inhibit drunk driving. Some states have tried to cut down on drunk driving within their borders by "getting tough" with drunk drivers. One way to target this is to suspend their drivers licenses and impose heavy fines, as well as jail and prison sentences, on those convicted of drunk driving. Other states have tried a "moral appeal" by mounting public relations campaigns that proclaim the harm and injury produced by drunk driving. You want to determine the effectiveness of these strategies. You calculate the rate of drunk driving per 100,000 residents for each of the 50 states, and you classify each state into one of the three categories: A "get tough" state, a "moral appeal" state, or a "control" state. The latter states do nothing special to those who get caught drinking and driving. Your summary data look like the following:
