'Fair trade' coffee is very popular in Australia.Coffee shops selling 'fair trade' coffee advertise that a greater percentage of the price paid by the consumer for the coffee reaches the farmer.Coffee sold in Australia under the 'fair trade' banner comes mostly from Brazil, other parts of South America and from East Timor.

The Australian government is seeking closer ties with its Pacific neighbours and signs a deal with the East Timorese government aimed at promoting both health and economic growth in that small economy.Smoking is on the increase in East Timor and the costs of smoking related disease and death to the East Timorese economy are growing.To tackle this problem, the Australian government promises that in return for every tobacco crop that the East Timorese government agrees to convert to coffee plantation, the Australian government will provide an incentive to support demand for East Timorese coffee in Australia.

The incentive will be in the form of a subsidy to Australian coffee importers who agree to purchase their 'free trade' coffee only from East Timor.The subsidy is designed to make it cheaper for Australian coffee importers to purchase coffee from East Timor than from any other market.

South American coffee producers are not happy about the new Australian/East Timorese agreement.They lobby their governments to do something about it.Australia, Brazil and the other South American coffee producing countries are all WTO member nations.East Timor might not have joined the WTO.
