An action committee has been formed to try and get the City Council to provide such a playground. Marshall approaches Campbell, claiming to represent the children's playground action committee, and askes Campbell whether the section is for sale. As Campbell wishes to benefit the community he agrees to sell the section to Marshall for one-third of its market value. The transfer to Marshall is registered. Marshall is not connected with the action committee and immediately sells the section to a property developer who plans to build four townhouses on the site. The property developer does not know that Marshall lied to Campbell. Campbell now realises that he has been misled.
