A DSSE that considers the impacts at the distribution level will help PEPCO deliver operational excellence by giving distribution planners a granular perspective of the characteristics and capabilities of DER. The DSSE shall model electrical system characteristics of a residential distribution system from the substation to individual household loads. The DSSE shall provide means for modeling multiple years, anticipating residential load growth, electric vehicle service equipment (EVSE) load growth, and residential photovoltaic (PV) penetration. The DSSE shall provide means for PEPCO distribution engineers to 1. analyze the impacts these factors may have on existing distribution assets. 2. plan distribution system upgrades in anticipation of projected load, PV, and EVSE growth. The DSSE shall provide means for PEPCO program developers to analyze utility programs that influence customer behavior to achieve operational objectives, such as: 1. rate structures, e.g. time-of-use rates 2. peak demand charges 3. incentivized demand response programs The DSSE shall provide distribution planners means for considering how DER could be used to achieve operational objectives on a distribution system, such as 1. coordinated dispatch of DER 2. autonomous DER responses (e.g. f-P and V-VAr curves) 1 DER are customer-owned generation, storage, and load assets that are grid-enabled. These resources are located behind a customer meter and are not directly managed by utilities. 3. third party DER load control programs (e.g. Nest) PEPCO is interested grid-enabled DER such as: 1. water heaters, both resistance and heat pump 2. HVAC equipment (e.g. heat pumps, air conditioners) 3. HVAC systems, such as via thermostats 4. EVSE, or direct to EV 5. Stationary inverter-based systems, e.g BIS and PV 6. and others PEPCO is also interested in devices that provide a means for controlling traditional appliances, such as: 1. devices that allow autonomous load sharing (e.g. NeoCharge) 2. remotely controllable circuit breakers (e.g. Eaton EMCBs) PEPCO invites proposals for the development of a DSSE.
